Who gets it: Antigonid Kingdom
Hail, Basileios! In recent years, our army has been strengthened by ferocious mercenaries from a wide variety of foreign peoples. Some of them, such as the Trallians, have even been enlisted in your royal guard! These developments have resulted in our adopting new military strategies and equipment, which are represented through a number of reformed units that have now become available for recruitment.
How to get it
It fires when a settlement held by Antigonid Kingdom is a huge city or larger.
The game checks this at the end of every round.
