Government (dependency)
A single-level building: there is nothing to upgrade it into.
Dependency

Dependent polity or integrated ally
These lucky people are allies and friends of the Roman people. The title of Amicus is given to any allied state, but to be Socius et Amicus is to be bound with Rome in a treaty of mutual assistance. If they are in need Rome shall answer and if Rome calls upon them they shall support us to the best of their ability. Beyond that they manage their own affairs and maintain their own institutions and traditions. Many of the Socii are completely exempted from tribute, while others may have some limited additional obligations to Rome.
Strategy
Dependency or incorporated ally is the most loose way of governing a region, allowing local business, culture and powerstructures to continue on. As such local elites will take half of the tax and trade revenues, and enforce their own culture.
You will also be limited in your building options. Colonies, grain imports, and resource exports are unavailable. Garrisons and law courts will be limited. You cannot recruit your factional troops unless the same unit is available locally as AoR.
The advantages are the low cost of installing this government, the public order bonus, and full access to all AoR units of the region (See Region Information Building for more details)
