Who gets it: Cyrene
Mighty Basileios, autokrator of Kyrene, we praise you! Under the guidance of Zeus himself, you have established ourselves among the great realms of the world. The time has come to expand our phalanx and we have therefore decided to admit Libyans into these regiments, since the number of Greeks and Macedonians in Africa does not suffice. Additionally, we have adopted the big, oval Thureos shield from our Galatian mercenaries. Use these new weapons and units wisely.
How to get it
It fires when at least 15 settlements are held by Cyrene.
The game checks this at the end of every round.
