Well Supplied6+1 Line of Sight, +20 Movement Points, +20 Battle SurgeryFully Supplied7+2 Line of Sight, +30 Movement Points, +20 Battle Surgery
What the game says at each level

Out of Supplies: The fleet is so close to collapse that even the gods have started betting on which ship sinks first. The wood is crumbling, the sails are worn-out, food has run out long ago, and the sailors have forgotten what it’s like to eat anything that doesn’t resemble moldy bread.

Very Poorly Supplied: This admiral and his fleet are in a dire situation, to say the least. The whole fleet has grown increasingly inefficient: the water impregnates the wooden hulls and the atmospheric conditions have worn out sails, oars and ropes. The ships desperately need to be taken up on shore to dry out and be repaired, or return to the capital to resupply.

Poorly Supplied: This admiral and his fleet are in a shortage of forage and materials. The navigation has lasted a bit longer than expected, thus vessels are starting to wear out.

Moderately Supplied: With just enough food and supplies to keep the crew in line, the ships state is good enough to make it through rough seas, but not without a few splashes.

Well Supplied: This admiral and his fleet are well-supplied and equipped for travelling. Naval outfittings have mostly been recently replaced, while food and water provisions will be replenished day by day while sailing, in a standard routine.

Fully Supplied: Fresh water, salted fish, not a single barnacle in sight, and even some unexpected luxuries to fill the hold. These ships are a sight to behold, sailing smoothly, and with everything in order.

Appears on admirals.

Effects: +1 Command, +2 Movement Points

Assembled in one of the main Phoenician/Punic ports, this fleet is superior to others, thanks to the skills of its builders, the quality of its materials and/or the expertise of its Admiral and sailors. Aside from naval battles, the Carthaginian fleet is vital for transporting armies, resupplying them by providing an escort for transport ships, coastal raids, attacking enemy supply ships, blockading enemy ports, and relieving their garrisons when they are themselves besieged. The navy is also employed to sink trading vessels from rival states if they attempt to promote commercial activity in places where Carthage considers it part of its trade monopoly.
