Recruitment zones

A recruitment zone is a region tag that unlocks local troops. Hold a region inside the zone, build the military building the unit needs, and you may raise it, whoever you are. This is how RIS lets an empire field the men of the places it has taken rather than only its own.

Zones overlap, and the broader one steps aside: a unit raised through the Greek zone is usually barred from regions that are also in a more specific Greek zone, so the generic hoplite appears where there is no local speciality and the local speciality appears where there is.
